Supporting SLIDA’s transformation into a centre of excellence

The transformation of Sri Lanka’s public service has been identified as a key priority for the present government. There is therefore, a vital need to invest strategically and meaningfully in the public service, to enable Sri Lanka to fully and efficiently design and implement its policies and programmes. For this to happen, it is crucial that there be a redesign of public service training systems, firstly, in order to enable the public service to work more efficiently, which in turn would ensure the realization of its mandate to deliver quality services to citizens; and to empower and equip the public service to place citizens at the centre of their work, to better serve the people of this country.

Citra, having worked with SLIDA and the Ministry of Public Administration to conduct capacity building programmes since 2018, has been requested to support the transformation of SLIDA which will in turn, breathe new life into Sri Lanka’s public sector. Accordingly, an initial proposal of action to be taken to identify bottlenecks as well as other systemic barriers to progress was submitted.

The proposal calls for evaluating and updating training and course content as well as modes of delivery alongside the introduction of new ways of measuring progress and instilling a culture of demand driven learning and advancement within the public sector.

Implementing these changes requires the development of a comprehensive roadmap for the revitalization of SLIDA which will be developed in close coordination with SLIDA faculty, the Ministry of Public Administration, and development partners such as UNDP and the Citra Social Innovation Lab.
